The gentleman showed up and was very polite. Aggred to wear booties. He was able to identify the problem with in the first 15 minutes. The issue was that there is a nuetral break in circuit. An hour went by and the issue wasn't fix. I looked it up on youtube and a video explain how to find the loose neutral. It was odd that 5 minutes after i watched the video in the room, the issue was fixed.

It was also odd that as an experienced electrician he was able to diagnose the issue but took an hour and a half to fix the issue. I can't imagine that i am the first customer to experience this issue.
