The true meaning of this is: "n. A plan giving comprehensive guidance or instruction." This can be on a macro or micro level and the term can vary from the current to years in the future. The micro side may involve planning for a business expansion or relocation, a new facility or maybe even a division to smaller components located elsewhere.

On the macro level we have recently completed a master plan for a college campus. This is usually a team process with the client, client groups, real estate brokers, bankers, insurance agents or all other people or entities who can help make the plan successful.
